* Data Architecture and Business Analysis - ER/Win, PowerDesigner, and Visio Database data modeling including X.12 837 and UB-92 HIPAA electronic commerce data mapping, "pen and pencil" analysis, Embarcadero tools include Describe UML package, other business analysis tools.  Skilled at ER diagrams and other flowcharting techniques.  Worked with Star Schema and other Kimball structures to support COGNOS and MicroStrategy environments, both of which have fact, dimension and measure formats.

 

* OLAP - MicroStrategy 7, Excel & Access 2000 OLE DB, XML, Seagate Info, Crystal Reports 8, Cognos and Powerplay.  OLAP examples include managed care, physician prescribing patterns, clinical trial adverse event analysis and a life insurance buyer behavior database and analysis model.  Applications feeding these  OLAP databases include ONYX, SalesLogix and other salesforce automation tools.

OBJECTIVE / EXPERIENCE SUMMARY

 

To apply my Data Architecture, Data Modeling, Business Analysis, Programming, and Project Management skills to help users take advantage of new data access and Web tools.  I have seven years of Microsoft/Sybase SQL Server and Transact-SQL experience.  My Oracle PL/SQL stored procedure and SQL*Plus skills run from Oracle 6, 7 and some 8. Data modeling tools are PowerDesigner, ER/Studio, Visio Database Module, and ERwin.  Report writing packages include Crystal, VB3,  Cognos PowerPlay and MicroStrategy Web tools.  Packages include SalesLogix and ONYX.

 

 

EXPERIENCE

2002 – 2003 HIPAA Transaction Set Project Management 

 

I have just finished an engagement at an HMO in the Boston area finalizing their 837 Companion Guides and reject (997) planning.  I studied their implementation and testing needs for the 276/277sets, the 278 set and the 835 set.

 

1991 – 2002 Independent Consultant

 

Medical Practice Vendor - HIPAA ANSI X12n 837 development converting from an NSF-2 physician payment system to required HIPAA format.

 

Unicom Inc - Implemented a premium/loss reserve metrics model in COGNOS for an insurance company through Unicom.  Data loading is a most important activity here.  Wrote stored procedures that shortened the sp based load from a two-hour run to 10 minutes by replacing functions with SQL updates.

 

United Health - Uniprise - This project was with the IT Department of United Healthcare in the project management area building new ways to track projects and measure project performance metrics.

 

Merrill Clark - My task was to enhance a chemical and hazardous materials laboratory inventory (LIMS) system written in VB 6 COM objects to prepare for a transition of its data-aware class objects including complex queries from Access to Oracle and SQL Server 2000. FDA 21 CFR 11 compliance was required.

 

Demos Consulting - The mission was to convert one of their major products, a teller management system, to SQL Server 7 using ADO links and temporary stored procedures running under Access 2000. The language was VBA.

 

John Hancock Financial Services - I focused on SalesLogix implementations including conversions from other Contact Relationship Management (CRM) systems. I used the Visio database tool as my primary business planning analysis and presentation tool to get user buy in and production acceptance.  Serving as project manager and business analyst, the process of staging to production took on the highest priority. Accomplishments included the project to combine the Banking and the Broker/Dealer channels into a combined SalesLogix database. I also served as the Project Manager of the Group Insurance Channel implementation project that added eGroup to the combined SalesLogix database.

 

GIGA Information Group - GIGA is a leading e-business advisor that helps companies deal with e-business issues. My task as a DBA was to assist in the conversion of the GIGA web site's ONYX-based back end to SQL Server 7 and a new version of ONYX.  I have also set up programs in Visual Basic to analyze questions being posted on the web site by business clients of GIGA as well as scheduled task completion logs and some Web traffic analysis of the GIGA site.

 

Strategy.com - This MicroStrategy site had over 200 affiliates including leading wireless and content companies. My task was to research the offering of insurance services for users of desktop and wireless devices.  In the process I remained quite involved with MicroStrategy's DSS Architect and DSS Agent and used these tools to build a life insurance purchaser model to predict to potential of this marketplace for Strategy.com.

 

Behavioral Healthcare Partners, Inc. - This is a mental health carve out MSO (Managed Care Service Organization). I built their Web site using FrontPage 2000, Dreamweaver 4, and ColdFusion 4. Reports were generated from MicroStrategy, Excel 2000 Web tools and ASP using Visual InterDev and Crystal 7. Responsibilities included managing the practice management package and developing the managed care/triage system. I maintained Telemagic systems for referral tracking. I built the data warehouse on a SQL Server 7 platform. I analyzed healthcare data using MicroStrategy tools and posted databases on the Web using DSS Web. Object-level programming language was Delphi.  This engagement included HCFA 1500-based planning for HIPAA ANSI X12n transmissions and NSF-2 to X12n 837 transactions.

 

PAREXEL International - My responsibilities included providing DBA and data management support for a major AIDs study and data base support for the corporate forecast and revenue recognition function. Built a shadow SQL Server 7 database that extracts data from a large Lotus Notes application for ad hoc Web access by researchers via SQL Server and Transact SQL stored procedures. One target here was 21 CFR 11 planning for compliance.  GUI programming in Delphi. SQL*Plus used to feed the Oracle-based ClinTrial database.  Some data analysis using MicroStrategy.  Crystal was used for user reporting.

 

Polaroid Worldwide Supply Chain - Set up and maintained Windows NT Server and SQL Server database while serving as DBA and Transact-SQL programmer. Most processes ran as SQL stored procedures, bulk copy operations and FTP links. A major objective was the rapid updating of data due to the small window available after nightly SAP programs are run. Also linked to data base through Visual Basic using the Microsoft Data Access Objects (DAO). Data base design tool was PowerDesigner. Built Cognos Impromptu and PowerPlay-based OLAP System linked to Microsoft SQL-Server database.

 

Northeast Utilities Power Management - Upgraded existing Paradox/BBS and Excel systems to build in automatic feeds from OASIS, an Internet FTP and Web source established by several dozen utilities on the World Wide Web to meet new Federal requirements for the open purchase of power. Major languages were Visual Basic and VBA.

 

Consolidated Group/Allied Community Health Project - Mapped and set up FTP and other BBS-based downloads UB-92 and HCFA 1500 data from multiple HMOs into a Sybase database, developed remote query/reporting downloading capability for use by MSOs (physician-based Management Service Organizations) to be used for building physician profiles. The development tools were PowerBuilder, Visual Basic, and S-Designor,  R&R Reportwriter, Telemagic and Crystal Reporter. I served as a data base administrator with responsibilities to maintain the NT server and Sybase database.

 

EMC Board Yield Project - This was a study of circuit board test results. Database was Sybase SQL Server through embedded SQL Links, Excel with embedded SQL and some MS Access.

 

HMO Blue - Built physician profiles and other performance measurements from HMO data, and quality measurement & case management systems for quality management teams as well as HEDIS runs. Programming was in Paradox, Excel, and Visual Basic. Physician profiles were built from SQL queries from corporate data warehouse.  Crystal was used under VB 3.

 

Fleet Bank - Consumer response-based quality measurement, Pipe Line (marketing system) and Plan and Migration System for Commercial Real Estate focusing on problem loans and OREO.

 

Rhode Island Pharmacy Association - Developed an on-line pharmacy link for the adjudication of third party claims through x.25 EDI links to a Novel server. Also provided data base analysis support to a primary care physician spillover study that looked at the effect of formularies on primary care physicians.
